I would claim it's exceedingly poor UI to have a large 'download' button and a small 'select the non-default action for this download button'. Form trumps function again. And the message boards temporarily suppressing messages (or requiring deferred approval with no indication that's happening, or only showing responses prior to the 'jump_to_answer' get-arg, or whatever is happening) aren't making solving these problems easier.
